Motability Scheme changes

The UK Government has announced tax changes that affect the Motability Scheme.

From Wednesday 1 July 2026, VAT and Insurance Premium Tax will apply to most new leases. This means it will cost more to deliver the Scheme.

We’re making careful changes to protect customers and keep the Scheme sustainable for the long term.

What's changing for new leases

These updates apply to new orders on or after Wednesday 1 July 2026.

If you get your allowance from Social Security Scotland, find out how these changes affect you.



Mileage allowance

Orders placed on or after 1 July 2026 will include:

  • 30,000 miles for a new three-year lease
  • 50,000 miles for a new five-year lease


What this means for you

If you already have a lease, nothing changes right now

  • Your mileage allowance will not change on your current lease
  • These changes only apply to new orders placed on or after 1 July 2026

Why mileage matters

Mileage is one of the biggest factors in the cost of running the Scheme.
When we know how many miles a vehicle will travel, we can plan costs more accurately.

Our aim is to:

  • Keep the Scheme affordable
  • Make sure support is fair for all customers
  • Protect the Scheme for years to come

If you need more mileage

If you need to drive more than the allowance, you can pay for extra mileage.

For orders placed on or after 1 July 2026, excess mileage will be charged at:

  • 25p per mile including standard rate VAT
  • 21p per mile if your lease benefits from VAT concessions

This cost covers the:

  • Additional distance driven
  • Insurance for those extra mil
Can I get support if I need extra miles for essential travel?

We understand that, in some circumstances, you may need to drive more than the mileage allowance included in your lease.

We will be introducing an exceptions process for very limited situations and will share an update before 1 July.



Tyre replacement

  • Tyre replacement is still included as part of your lease, as long as it’s within fair use
  • During a three-year lease you can now replace up to six tyres. Up to four of these can be for damage
  • During a five-year lease you can now replace up to ten tyres. Up to six of these can be for damage

​On average customers replace two or fewer tyres during a three-year lease.

Why we’re making this change

We’ll refresh our fair usage policy based on how tyres are being used today.

On average, customers replace two tyres or fewer over a three-year lease. The new limits are designed to cover what most people need.

We’re also reducing the number of miles included in the lease. So it makes sense to update tyre replacement at the same time.

If you need more replacements than the allowance

If you reach the limit, we’ll explain your options clearly. We’ll always focus on helping you stay mobile, and we’ll make sure you understand any costs before you decide.

What this means for you

  • You can still have tyres replaced when you need them, within the new limits
  • If you currently have a lease or apply before 1 July 2026, this change will not impact you


EU breakdown cover

  • You’ll need a VE103 certificate before you travel abroad
  • An admin fee for the VE103 certificate applies to all new orders
  • You can still get this from the RAC

Why you need a VE103 certificate

  • As you’re not the registered owner of the vehicle, you need a VE103 certificate
  • This confirms you have permission to take the vehicle outside the UK

What this means for you

  • You’ll need to pay an admin fee when you ask for a VE103 certificate
  • You’ll still be covered under your lease when travelling abroad
  • If you need help or to request the VE103 certificate, you can contact the RAC as normal
  • If you currently have a lease or apply before 1 July 2026, this admin fee will not impact you


If you already have a lease

Nothing is changing for you right now.

These updates only apply to new applications on or after 1 July 2026.
